This is not a commercial license plate. It is a 1954 US Allied Forces stationed in France license plate.
This is a vintage antique license plate that has no state identification on the plate which indicates that its a commercial plate and the plate is black and white so i would have to say 1950s/60s. Item is in nice looking condition and has a classic patina look to it item is as seen in images below.
